Emperor Key Empty Emperor Key

So I was working on the Emp key for teh goon quest and I can not find the key to get to the High Priest so I can get emp key.  I have killed every named I can get to and nothing has dropped.

I also found that part to be highly confusing on my test run , I'll make sure to get this fixed ASAP
